2025 marks the 40th anniversary of our factory’s establishment.
Since obtaining export qualifications in 2006, our factory has been engaged in export business for nearly 20 years. At the same time, there have been significant changes in domestic and international industry regulations, accompanied by increasingly fierce market competition. Therefore, starting from 2025, our factory will no longer accept inquiries or orders from new overseas customers for Brodifacoum and Bromadiolone.
The main changes in the factory in recent years are as follows:
- Since 2013, we have ceased production of the Brodifacoum 0.005% RB;
- Since 2019, we have ceased production of both the Brodifacoum and Bromadiolone 0.5% concentrates;
- Between 2022 and 2023, we terminated the renewal of all seven pesticide rodenticide registration certificates issued by the Ministry of Agriculture, namely:

PD20071101 (Brodifacoum 0.5% TK), – Valid until August 18, 2023,
PD20071102 (Brodifacoum 0.005% RB), – Valid until August 18, 2023,

PD20083600 (Coumatetralyl 97% TC), – Valid until December 12, 2023; - Our Restricted Pesticide License (for Brodifacoum TC and Bromadiolone TC) will expire on September 14, 2026;
- Our Extremely Toxic Chemicals (for Brodifacoum TC and Bromadiolone TC) will expire on June 23, 2027.
Some related questions and answers
- (1) How many anticoagulant rodenticides are currently available in China?
If you are referring to the registration status with the Ministry of Agriculture (MOA), there are currently five active ingredients: Warfarin, Coumatetralyl, Brodifacoum, Bromadiolone, and Flocoumafen. Please note that China’s regulations differ from those of other countries. Pesticide registration does not necessarily mean that production and sales are permitted; after completing registration with the MOA, production requires further approval from the National Development and Reform Commission (NDRC, for General Pesticides) or the Ministry of Industry and Information Technology (MIIT, for Pesticides with National Standards). Under the 2005 Industrial Law (now updated to the 2024 version), China no longer approves new production. Additionally, since the implementation of the Pesticide Law in 2017, the authority to renew production licenses previously issued by the MIIT or NDRC has been transferred to the MOA.
- (2) Since pesticide registration in China is not a production license, how many rodenticides are actually permitted to be produced and placed on the market in China?
Only two, namely Brodifacoum and Bromadiolone, which are “GB-pesticides” (national standards). In other words, these two active ingredients are currently the only legal rodenticides in China. Other rodenticide active ingredients registered with the MOA are essentially certificates and cannot be produced or sold. According to the Industrial Law, production of these active ingredients has been permanently banned since 2005. - (3) Since China only has two legal rodenticide active ingredients (brodifacoum and bromadiolone), how many manufacturers are there in China?
Only two companies in China have been granted production licenses: our company in Siyang and another company located in Tianjin. There is absolutely no third licensed manufacturer in China. In addition, according to the Industrial Act of 2005 (detailed rules updated to 2024), new production projects (producers) are permanently prohibited. - (4) Why did you stop producing concentrates and baits in 2013 and 2019?
This is because China began implementing national standards for brodifacoum and bromadiolone in 2006. For formulations, the only legal concentration in China is 0.5%, while most countries internationally use 0.25%. Regarding the baits, another licensed company in Tianjin is the main player in this market and occupies a certain market share. - (5) Why do you claim that you are the only legal exporter of Brodifacoum TC and Bromadiolone TC since obtaining export qualifications in 2006?
This is mainly based on the Pesticide Management Law and the Regulations on the Management of Extremely Toxic Chemicals. Another qualified manufacturer in Tianjin primarily produces the baits and has not yet obtained export qualifications. Additionally, there are very few export agents in China holding restricted pesticide licenses, and they are only permitted to export 0.5% concentrates and 0.005% baits. In China, apart from us, no other export company holds an extremely toxic chemical license to handle Brodifacoum TC and Bromadiolone TC business. - (6) What kind of packaging do you use when exporting Brodifacoum TC and Bromadiolone TC?
We need specially customized steel drums that meet United Nations packing group “I” standards. In the past, we often customized UN drums with a capacity of 78 liters, suitable for loading 20 kilograms of Bromadiolone TC or 25 kilograms of Brodifacoum TC. In addition, the manufacture of steel drums must also comply with the Chinese mandatory standard GB-3796 “General Rules for Pesticide Packaging”: stacking test ≥ 3 meters, air-tight test ≥ 30 kPa, and hydraulic test ≥ 250 kPa. Customized UN steel drums are valid for export for only 12 months from the date of manufacture. An example of a UN specification packaging marking: UN 1A2/X32/S/19/CN/C230409/PI:010. - (7) What is the compliant transportation of Brodifacoum TC and Bromadiolone TC in China?
Since Brodifacoum and Bromadiolone are listed in the Catalogue of Extremely Toxic Chemicals in China, the Ministry of Public Security is the main regulatory authority, based on the current Measures for the Administration of Permits for the Purchase and Road Transportation of Extremely Toxic Chemicals (Ministry of Public Security Order No. 77 of 2005). - (8) What are the compliant export procedures and transportation requirements for Brodifacoum TC and Bromadiolone TC?
In short, three certifications are required, namely “Hazard Classification Certificate,” “Syndrome of dangerous package/Dangerous Goods Certificate” and “Pesticide Export Release Certificate.” In addition, in China, air transport of extremely toxic chemicals is definitely not accepted by airlines, and for sea transport, almost all shipping companies do not accept LCL (Less than Container Load) shipments and only accept full container load (FCL). - (9) How long is the delivery time for exports?
In the past, it typically took about 30-60 days to complete various legal documents, and arranging road transportation, waiting to enter the port’s regulated hazardous materials warehouse, and booking a ship would take another 30 days or so. - (10) Why did you terminate all pesticide registration renewals between 2022 and 2023?
This is because, over the past 20 years, almost all of the bromadiolone TC and brodifacoum TC we have produced has been exported. During the factory relocation in 2021, we had to narrow the scope of our restricted pesticide license to “export only” to address the complex and challenging approval process. On September 15, 2021, we were issued a new restricted pesticide license, and from then on, our products were only permitted for export and could not be sold within China. - (11) Since your products have been licensed for export only since September 15, 2019, why will you no longer accept inquiries and orders from new customers starting in 2025? Is it because you have no stock left?
No, both Bromadiolone TC and Brodifacoum TC are in stock. In fact, this is mainly due to sudden changes in the domestic and international situation. On the one hand, our exports have been hampered in recent years. On the other hand, China’s relevant policies have been tightened, which may lead to no new production of these products within China in the future. Therefore, another qualified company in Tianjin is currently in discussions with us regarding the acquisition of our entire stock, and the products have been reserved. However, the approval process for converting extremely toxic chemicals from export use to domestic use is complex, time-consuming, and uncertain, as it ultimately requires approval from China’s three highest regulatory authorities: the Ministry of Public Security (MPS), the Ministry of Agriculture and Rural Affairs (MARA), and the Ministry of Emergency Management (MEM). - (12) What are your views and suggestions on the future development of this industry?
First, when we exit the market, China will be like other countries and will no longer export Bromadiolone TC and Bromadiolone TC, including illegal clandestine producers in China. China’s 0.5% concentrate is likely to be supplied only to the local market. We are not familiar with the market for ready-to-use baits, so we will not comment on it. However, we believe that the ultimate market will return to the EU as the global leader. Therefore, our recommendation to the industry is to seek cooperation with EU BPR participants (the Article 95 list) under EU 528/2012 regulations.
