  • “Issues with Bromadiolone Formulations – Since the emergence of the rodenticide ‘Talon’ in 1978, there have been various names, codes, and formulations, but there have been no reports of registered production in China. The Siyang Rodenticide Factory was the first to register brodifacoum production, and has simultaneously registered three varieties: brodifacoum active ingredient, technical Concentrate liquid, and poison bait, to meet the needs of urban and rural rodent control, particularly the 0.005% brodifacoum poison bait, which can be used directly, filling the market gap for unregistered rodenticide poison baits and enriching the standard rodenticide poison bait products, thereby reversing the situation of the widespread use of highly toxic acute rodenticides and ensuring the needs of rodent control, disease prevention, and plant protection work.” – from the article “Effect of Brodifacoum against Rodents in the Field” in the 6th issue of Volume 9, 1998, of the “Chinese Journal Of Vector Biology And Control”, Section 3.3.

  • In 1997, China promulgated its first Pesticide Management Regulations (Decree No. 216 of the State Council of the People’s Republic of China). In 1998, the Siyang Rodenticide Factory registered the following three Brodifacoum products with the Ministry of Agriculture: Registration No. LS981282 (Brodifacoum 95% TC), Registration No. LS981283 (Brodifacoum 0.5% TK), and Registration No. LS981284 (Brodifacoum 0.005% RB).
  • Since 2007, with the implementation of the national standard for Brodifacoum, the temporary registration code “LS” has been changed to the formal “PD” code: MOA’s Reg. No. PD20070323 (Brodifacoum 98% TC), Registration No. PD20081101 (Brodifacoum 0.5% TK), and Registration No. PD20081102 (Brodifacoum 0.005% RB).

Siyang Rodenticide Factory is the only authorized exporter of Brodifacoum TC in China

in accordance with the 2015 Hazardous Chemicals Regulations & 2017 Pesticides Law.


Maritime regulatory

Brodifacoum, as a hazardous chemical, requires certification of hazard classification with reference to UN TDG for export from China. The technical material is certified as “UN3027, Class 6.1, PG: I (Coumarin derivative Pesticides, Solid, Toxic)”. At the same time, it is a mandatory GAC inspection (formerly CIQ) for export from China according to the regulations.

Customs supervision

Brodifacoum, as a commodity pesticide, export from China is subject to ICAMA legal approval and the issuance of a release order. The commodity code for Brodifacoum technical material (TC) including its concentrate (TK) has been clarified by the “Catalogue of the People’s Republic of China for the Administration of the Import and Export of Pesticides” regulation jointly issued by the MOA and GAC as the 10-digit Chinese tariff number “2932209011“.

Regulated by the Public Security authorities

Brodifacoum technical material is an extremely toxic chemical. The World Health Organization (WHO) classifies its toxicity level as Ia (extremely hazardous).

In European Union, it is classified as Class I (very toxic) under EU Directive 67/548/EEC (now the CLP Regulation).

In China, according to the latest “2015 List of Extremely Toxic Chemicals,” brodifacoum is classified as an “hyper-toxic” (Mandarin: jù dú) chemical under the highest control level by the Ministry of Public Security’s “Measures for the Administration of Permits for the Purchase and Road Transportation of Extremely Toxic Chemicals” issued in 2005.

  • The classification of hazardous chemicals Brodifacoum TC will be certified as “UN3027, Class:6.1, PG: I” with reference to “UN TDG Regulation” (United Nations Recommendations on the Transport of Dangerous Goods – UN Model Regulations, Rev. 23 (2023)).
  • Brodifacoum TC has passed GAC statutory inspection (formerly CIQ inspection) and complies with UN TDG hazardous goods classification, the International Maritime Dangerous Goods Code (IMDG Code), the Globally Harmonized System of Classification and Labelling of Chemicals (UN GHS), and EU Classification, Labelling and Packaging Regulation (CLP regulation).
  • Customs declarations shall be made in accordance with the export pesticide regulatory regulations for “the 2022 Catalogue of the People’s Republic of China for the Administration of the Import and Export of Pesticides.” The tariff code for Brodifacoum TC is: 2932209011.
