Siyang Rodenticide Factory was founded on March 15, 1985, is approved by the former Ministry of Chemical Industry of the rodenticide designated production units, was originally a collectively-owned enterprise, July 27, 1998 was restructured into a private enterprise, a general partnership (GP).

Mr. Xu Tong, founder of Siyang Rodenticide Factory, attended the FAOPMA (Federation of Asian & Oceania Pest Managers Associations) conference held in Beijing in 1999.

About the factory’s founder: Mr. Xu Tong studied at the Department of Animal Husbandry and Veterinary Medicine, Nanjing Agricultural University from September 1963 to July 1968. After graduation, he was “sent-down” by the state to work in Huzhu Tu Autonomous County, Qinghai Province. In 1984, he was allowed to return to his hometown in Jiangsu according to the policy of rehabilitation (i.e. ended “Cultural Revolution,” 1966-1976). And independently established the Siyang Rodenticide Factory in 1985. As the factory was founded during China’s state-owned economy era, it operated as a “collective enterprise” by paying annual management fees to the county’s “Diversified Operations Bureau” (now the Agricultural Committee). It was not until China’s privatization reforms in 1998 that the factory formally completed its transformation.

According to the 2017 update to China’s Pesticide Regulations and the “List of Restricted Pesticides,” Siyang Rodenticide Factory is now designated by the Ministry of Agriculture (MOA, now the Ministry of Agriculture and Rural Affairs (MARA)) as a “State Designated Restricted-pesticides Sales Site.” (This replaces its previous designation as a “State Designated Technical Pesticide Production Site” jointly designated by the National Development and Reform Commission (NDRC) and the Ministry of Industry and Information Technology (MIIT).) The factory currently supplies restricted-pesticide products, technical rodenticides, “Brodifacoum technical material” and “Bromadiolone technical material”.

Currently, the factory produces four products, primarily for export overseas. These include: Brodifacoum TC (98%), Bromadiolone TC (98%), and two rodenticide intermediates registered with the Ministry of the Environment, “Difenacoum Stage 6, 99% Min.” (C22H20O, CAS# 56181-66-9) and “Brodifacoum Stage 7, 99% Min.” (C22H19BrO, CAS# 56181-82-9).

Since 1985, the factory has undergone three major construction and relocation projects: moving to No. 4 Taoyuan Middle Road in 1989, relocating to No. 3 Beijing East Road in the Development Zone in 2004, and establishing its new site on Wujiang Road in the Development Zone in 2021.

“Bromadiolone” and “Brodifacoum” have been included in the “2015 List of Hypertoxic Chemicals,” classified as the highest-level controlled hazardous substances in China.

Siyang Rodenticide Factory is the sole legally authorized enterprise in China for exporting hypertoxic “Bromadiolone TC and Brodifacoum TC” holds a Hazardous Chemicals Permit issued by the Ministry of Emergency Management (MEM).

In April 2003, with approval under document S.J.F. [2003] No. 108 issued by the Siyang County Development Planning Bureau, 10 mu (6,667 ㎡) of land located in the Siyang Economic Development Zone was purchased for capacity expansion. The expanded factory was completed in 2004 and successfully passed the “designated-site” audit for technical pesticide production by NDRC (National Development and Reform Commission), and began production in August. It is located in the east part of the development zone at the intersection of Songhuajiang Road and Beijing East Road.

The latest relocation site since 2021

In 2019, as the original factory site no longer met the safety distance requirements for residential communities developed downstream, we ceased production activities at the original site and initiated investment in a new factory construction project. This action was taken in accordance with the requirements outlined in the State Council General Office’s “Guiding Opinions on the Relocation and Restructuring of Hazardous Chemical Production Enterprises in Densely Populated Areas” (State Council General Office Document [2017] No. 77), issued on August 27, 2017.

In September 2021, our factory relocated from its original address at No. 3 Beijing East Road to a new site north of Wujiang Road and west of Gedonghe Road. The new site covers approximately 20 mu (13,333 square meters), doubling the original footprint. The new facility complies with the latest safety regulations. The perimeter alarm system surrounding the factory and the real-time monitoring system for the newly constructed hazardous chemical warehouse have been fully integrated with the county’s 110 emergency response system in accordance with current regulatory requirements.

# Latest update on the new factory site:

On June 18, 2021, the new factory site passed the inspection by the Emergency Management Bureau and was issued a hypertoxic Chemicals License, license number: Jiangsu (Suqian) Hazardous Chemicals Operation License No. (Siyang) 00323, valid until June 17, 2024.
On September 8, 2021, the original factory storage of “Brodifacoum technical material” and “Bromadiolone technical material” was relocated to a new site under police escort by the county and development zone police department. The entire relocation process has been completed.
On September 15, 2021, the new factory site passed the Ministry of Agriculture’s “Designated Restricted-Pesticide Site” review, with license number: Pesticide Operating License (Jiangsu) 32000013199, valid until September 14, 2026.
On June 24, 2024, the factory completed the renewal of its hypertoxic chemical license. The new MEM license number remains unchanged, and the validity period has been updated to June 23, 2027.
In June 2025, The new factory site underwent a safety inspection by a joint inspection team from the municipal and county public security bureaus on the storage of hypertoxic chemicals. (by the “Public Security Protection Requirements for Hypertoxic Chemicals and Radioactive Sources Storage Site,” the MPS standard “GA 1002-2012,” issued on 29, June, 2012).

The factory covers an area of 10 mu (6,667 ㎡), with the production workshop accounting for 1900 ㎡ and the hazardous chemicals storage area accounting for another 800 ㎡. The main manufacturing facilities feature 500-1000-liter reaction kettles, as well as vacuum pumps, centrifuges, drying equipment and other equipment. Laboratory apparatuses include a Shimadzu HPLC (LC-20AT SPD-20A), electronic balances, nano-gram analytical balances, pH meters, digital melting point apparatuses, moisture determination equipment, etc.

Health, Safety, Security, Environment (2004 – 2021)

Siyang Rodenticide Factory possesses complete auxiliary facilities, advanced manufacturing capabilities, strict production safety management and comprehensive environmental, health and security measures. The factory passed the ISO9001 quality management system in 2005 and the safety permit for hazardous chemicals from the SAWS in 2006. The environmental and safety evaluation of the production site passed the inspection in 2009 and was approved as a designated national pesticide production site by the Department of Raw Materials of the MIIT.
