Siyang Rodenticide Factory – Since 1985

Siyang Rodenticide Factory was founded on March 15, 1985, is approved by the former Ministry of Chemical Industry of the rodenticide designated production units, was originally a collectively-owned enterprise, July 27, 1998 was restructured into a private enterprise, a general partnership (GP).

About the factory’s founder: Mr. Xu Tong studied at the Department of Animal Husbandry and Veterinary Medicine, Nanjing Agricultural University from September 1963 to July 1968. After graduation, he was “sent-down” by the state to work in Huzhu Tu Autonomous County, Qinghai Province. In 1984, he was allowed to return to his hometown in Jiangsu according to the policy of rehabilitation (i.e. ended “Cultural Revolution,” 1966-1976). And independently established the Siyang Rodenticide Factory in 1985. As the factory was founded during China’s state-owned economy era, it operated as a “collective enterprise” by paying annual management fees to the county’s “Diversified Operations Bureau” (now the Agricultural Committee). It was not until China’s privatization reforms in 1998 that the factory formally completed its transformation.

According to the 2017 update to China’s Pesticide Regulations and the “List of Restricted Pesticides,” Siyang Rodenticide Factory is now designated by the Ministry of Agriculture (MOA, now the Ministry of Agriculture and Rural Affairs (MARA)) as a “State Designated Restricted-pesticides Sales Site.” (This replaces its previous designation as a “State Designated Technical Pesticide Production Site” jointly designated by the National Development and Reform Commission (NDRC) and the Ministry of Industry and Information Technology (MIIT).) The factory currently supplies restricted-pesticide products, technical rodenticides, “Brodifacoum technical material” and “Bromadiolone technical material”.

Currently, the factory produces four products, primarily for export overseas. These include: Brodifacoum TC (98%), Bromadiolone TC (98%), and two rodenticide intermediates registered with the Ministry of the Environment, “Difenacoum Stage 6, 99% Min.” (C22H20O, CAS# 56181-66-9) and “Brodifacoum Stage 7, 99% Min.” (C22H19BrO, CAS# 56181-82-9).

The third and latest relocation in 2021

Since 1985, the factory has undergone three major construction and relocation projects: moving to No. 4 Taoyuan Middle Road in 1989, relocating to No. 3 Beijing East Road in the Development Zone in 2004, and establishing its new site on Wujiang Road in the Development Zone in 2021.
